The Work Camp-School Model

The primary program model of ROADBOOK CENTRE, INC. – is the Work Camp-School, a community-based, transitional development facility dedicated to empowering beneficiaries through a holistic combination of technical-vocational expertise, agricultural sustainability, and essential life skills. Engineered to act as a bridge toward long-term self-reliance, the school’s operational framework champions a hands-on ‘learning by doing’ philosophy. This practical approach directly prepares beneficiaries for immediate productivity, fostering personal growth and facilitating their seamless, sustainable socio-economic integration into the community.

B. Core Program Components

1. Farm School and Farm Tourism Scheme

This program provides systematic instruction in organic farming, crop rotation, livestock care, and sustainable agro-processing.

a) Land Provision and Incentive: To encourage active participation and provide hands-on experience, selected beneficiaries may be allocated temporary training plots. Any land utilized by or assigned to program beneficiaries for training or practicum purposes must be covered by a formal, legally binding Turnover / Land Use Agreement executed between ROADBOOK and the beneficiary.

b) CSO Livelihood & Enterprise Scheme: ROADBOOK shall partner with local Civil Society Organizations (CSOs) of good standing to co-manage farm tourism activities and cooperative agricultural enterprises. This scheme ensures that community enterprises have a direct channel to local tourism markets, establishing long-term financial resilience.

C. Educational Access and Inclusion (Scholarships for IPs and Community Members)

To guarantee equity, ROADBOOK operates a dedicated educational access program targeting Indigenous Peoples (IPs) and vulnerable community members within the service region.

1. Scope: Scholarships cover 100% of training fees, instructional modules, agricultural uniform gears, and daily basic food allowances during training.

2. Selection: Recipients are identified in coordination with the National Commission on Indigenous Peoples (NCIP) and the Barangay Council to ensure help reaches the most marginalized.

D. Industry-Based Learning and Linkages

ROADBOOK establishes formal bridging mechanisms between the classroom and the actual workplace.

1. Dual-Training Pathways: ROADBOOK partners with accredited educational institutions, technical-vocational bodies, and private sector enterprises to host on-the-job training (OJT) and apprenticeship pathways.

2. Placement Program: Upon completion of coursework, trainees are placed into active linkage networks for immediate employment or cooperative service.

E. Seaport Operations (Conditional Component)

Operational Contingency: This program component is under active assessment pending structural partnership agreements and administrative support from the Philippine Ports Authority (PPA).
